Justice Talwant Singh was born on 4th June 1961 in village Bahla, Hoshiarpur, Punjab; did his initial schooling in village and then from N P Boys Higher Secondary School, Mandir Marg, New Delhi. He did his Graduation in Commerce from SGTB Khalsa College, Delhi University and completed a Masters in Commerce from Meerut University. He earned Advance Diploma in Management from IGNOU. He did his LL.B. from Meerut University in 1986. 

Justice Singh joined Delhi Bar in 1986 and practiced as a litigation lawyer at High Court and District Courts of Delhi till April, 2000. His practice areas were Corporate Law, Family Law, Civil and Criminal Law. He joined Delhi Higher Judicial Service in May, 2000 as Additional District & Sessions Judge. While working as a judge, he presided over Courts dealing with Corruption Cases, Heinous Crimes, Service Tribunals, Civil and Family Law jurisdictions. He was promoted as District & Sessions Judge in December, 2014 and served in North-East and East Districts till April, 2017. 

He was appointed as District & Sessions Judge (Headquarters), Tis Hazari Courts, Delhi on 1st May, 2017 and served there till 26th May, 2019. He was elevated as a permanent Judge of the High Court of Delhi on 27th May, 2019.

Apart from Judicial work, he has a great passion for use of ICT (Information & Communication Technology) in Courts and has been active in this field for the last more than 18 years and made his humble contribution in computerisation of District Courts in Delhi. Recognising Justice Singh’s interest in ICT, his services were requisitioned by Hon’ble Supreme Court of India as Member-Judicial of E-Committee in the year 2013. This Committee was entrusted with responsibility to computerize more than 14,000 Courts all over India, which it completed in record time. He was also member of the Software team responsible for development of National CIS (Case Information System) for all District Courts in India in collaboration with NIC, Pune.

During his tenure in Delhi District Courts, Justice Singh also remained Chairman of District Courts Website Committee and Nodal Officer of E-Courts Project and made his contribution in developing India’s First Paperless E-Court at District Court level. He has been a guest faculty at National Judicial Academy, State Judicial Academies, Universities, Information Technology Institutes and Law Enforcement Training Institutions.

His interest in use of ICT in Courts and Cyber Law has taken him to many foreign jurisdictions for delivering lectures to various stakeholders. He has also authored/edited books like District Courts Case Management Manual for Judges, District Courts User’s Manual for Lawyers & Litigants, Annual Reports of Delhi District Courts and has also written articles on ICT in Delhi District Courts, Cyber Law & Information Technology and Recent Trends in Use of Information Technology in Judiciary. Retired on 03.06.2023.
